Since 2007, the Foundation has uncovered multiple pieces of evidence which have led the O5 Council to conclude that there are 70% fewer people on Earth than there should be.
Among the most compelling are the following:
SCP-2000
According to the containment file for SCP-2000:
To fulfill its primary mission, SCP-2000 includes 500,000 Bright/Zartion Hominid Replicators (BZHR). At peak capacity, SCP-2000 is capable of producing 100,000 viable, non-anomalous humans per day. … It is estimated that the world population, manufacturing capability, agricultural production, and culture can be reset to 2000 CE levels 25 to 50 yrs after the procedure is implemented.
If both of these statements are true, then a startling number emerges: After 50 years, only 1.8 billion people will have been created. Simulations were run and complex algorithms were put in place, including birth rates and even situations involving forced breeding of children upon reaching puberty. No simulation we ran produced more than 3 billion people after 50 years. It is clear, SCP-2000 was not built to replenish the world we thought we knew.

In 2019, Dr. Abhishek Mhalskar discovered an anomalous grouping of individuals on planet earth.
Starting from Dr. Mhalskar the network of individuals and their connections only extends to approximately two point six billion people before being entirely prevented from continuing via comprehensive structural holes which separate it entirely from the rest of humanity.
Not only was Dr. Mhalskar right, he had statistically stumbled upon the nature of SCP-001. The fact of the matter is that these people aren't just in the out-group. They do not exist at all.
The main argument against this theory is that people would surely notice if 6 to 8 billion people were missing. And while some who have antimemetic training will occasionally discover the truth about the people in their surroundings, for the most part, it goes unnoticed, even to trained Foundation personnel.
If you close your eyes and listen, you can hear them screaming. All of the people who do not exist.
SCP-3930
However, study of SCP-3930 reveals important characteristics about the human mind.

The prevailing theory among the O5 Council is that the reason people do not notice that the people around them are not real is because their mind simply does not want to. The brain is filling in the gaps. Because nothing is more terrifying to the human psyche than the thought of being alone.
